In order for an administrative or instructional unit (workforce development, continuing education, etc.) of an institution to be certified as an Official Registered Provider, an administrator of that unit must complete the independent study program for administrators. The administrator must have full or partial financial, scheduling, and hiring responsibiliies for the unit acquiring certification.
